Paraguay's President, Fernando Lugo, has finally signed into law the Ley 4316 which declares May 14 and 16, 2011, as additional one-off public holidays to commemorate the Bicentennial of Paraguay's independence.

In March (2011-03-11), the Government of Paraguay had announced that it was considering declaring either Friday, May 13, or Monday, May 16, 2011, as one-off public holidays to coincide with Paraguay's independence bicentennial.

Then, last month (2011-04-13), the Executive Council of Paraguay's Comisión Nacional del Bicentenario voted for a 4-day public holidays to commemorate the upcoming bicentennial of Paraguay's independence.

This was reduced to 3 days and approved by the Senate of Paraguay, later that same month (2011-04-29), and was approved by the Lower House of Paraguay's Parliament, last week (2011-05-05). Since then, all that was missing was the signature into law by President Lugo.

Note that this year's declaration of May 14 as a one-off public holiday does not lay to rest the recent push to change the date of the May 15, Independence Day, public holiday to May 14th, annually (2011-01-12 and 2010-12-21).
