Costa Rica's Minister of Labour has confirmed that the upcoming October 12 non-working public holiday for Costa Rica's (Día del Encuentro de Culturas) was an official non-working public holiday (feriado de pago no obligatorio), as per the amended public holidays legislation of Costa Rica and that, as it occurs on a Monday in 2015, its observance would not be moved to another date.
The October 12 non-working public holiday in Costa Rica was never covered by the Abel Pacheco administration 2005 law (2005-03-17) which specified that 4 public holidays would move from mid-week to the following Monday (April 11, July 25, August 15, and October 12).
Since then, one by one (2007-10-05, 2009-06-26, and 2010-10-06), 3 of the 4 Costa Rican public holidays covered by the 2005 Abel Pacheco administration law were made immovable again, but not (yet?) the October 12 non-working public holiday of Costa Rica.
