Panama's President, Juan Carlos Varela Rodríguez, has issued 2 decrees (the "Decreto Ejecutivo No. 296 de 24 de octubre de 2016" and the "Decreto Ejecutivo No. 297 de 24 de octubre de 2016") which extend the number of, and observance of, the non-working public holidays in Panama for the month of November 2016.
The aforementioned "Decreto Ejecutivo No. 296 de 24 de octubre de 2016", declares a half-day non-working public sector holiday on Monday, November 2, 2015, beginning at 2pm ("se ordena el cierre, en todo el territorio nacional, de oficinas públicas nacionales y municipales, a partir de las 2:00 p.m. del día 2 de noviembre, por motivo del Día de los Difuntos"), as was done last year and a few years ago (2015-10-29 and 2012-10-30).
The "Decreto Ejecutivo No. 297 de 24 de octubre de 2016", for its part, declares that the upcoming annual public sector holiday and bank holiday of November 4 (the "Día de los Símbolos de la Nación"), will, in 2016, will cover everyone in the country ("se declara feriado el día 4 de noviembre de 2015"), but limited to just the government and banking sectors, as was done a few times in the past (2011-10-26 and 2009-10-27), though not last year (2015-10-29).
