The aforementioned decree states that "Sentence reduction and pardoning of inmates is carried out to facilitate the integration of inmates into society or for humanitarian purposes. Sentence reductions and pardons can only be given to those who have been convicted and sentenced by definitive verdicts or judgments".
It spans 19 articles, organized in 6 chapters and lists the 5 pardon public holidays as: the January 7 Victory over the Genociadal Regime Day (2012-10-23), Khmer New Year, Visak Bochea (Buddha Day), Independence Day on November 9, and the Water Festival also observed in November.
Of the 5 pardon public holidays, the January 7th one has been singled-out, as per Cambodian government spokesman, Phay Siphan, who stated that "This day means rebirth [of Cambodia]. The things we have today are the fruits from the tree of life planted on January 7. The resurrection of the Cambodian people is valued as a source of inspiration to all of humanity".
The most recent list of 2021 public holidays in Cambodia was announced last autumn (2020-11-05).
