Mathys, has issued the communique No.028 /MTFP /DC /SGM /DGT /SA announcing that the government of Bénin had declared Thursday, September 4, 2025, as a paid public holiday throughout the Bénin on account of the upcoming Maoloud (the Prophet's Birthday).

    As per the aforementioned communique, signed by her Cabinet Director, Victorin Honvoh, "Le ministre du Travail et de la Fonction Publique rappelle que conformément aux dispositions de la loi n° 90-019 du 27 juillet 1990 fixant les fêtes légales en République du Bénin, la journée du jeudi 04 septembre 2025, jour de Maouloud, chômée et payée sur toute l‘étendue du territoire national.".

    Recall that, last year, the same Minister Adidjatou A. Mathys had issued the communique No.016 /MTFP /DC /SGM /DGT /SA announcing that the government of Bénin had declared Sunday, September 15, 2024, as a paid public holiday throughout the Bénin on account of the upcoming Maoloud.

Mathys, has issued the communique No.028 /MTFP /DC /SGM /DGT /SA announcing that the government of Bénin had declared Thursday, September 4, 2025, as a paid public holiday throughout the Bénin on account of the upcoming Maoloud (the Prophet's Birthday).

    The Ministry of Tourism of the government of Ecuador has released the official calendar of national holidays that will apply in Ecuador during the upcoming calendar year 2026.

    The list of 2026 public holidays maintains the principles of the Holiday Law and current labor regulations regarding transfers when a holiday falls on certain days of the week, "in order to optimize domestic tourism and better organize productive activity", all the while specifying that "The mandatory rest days of January 1, December 25, and Carnival Tuesday will not be moved in accordance with the fourth general provision of the Organic Law of Public Service and Article 65 of the Labor Code".

    The list of 2026 public holidays in Ecuador is based on the 2016 Suplemento Registro Oficial No.906, which amended the 2003 "Ley Orgánica de Servicio Civil y Carrera Administrativa y de Unificación y Homologación de las Remuneraciones del Sector Público", by virtue of which most Ecuadorean public holidays' day off are moved to the nearest weekend, and which also applies to regional public holidays in Ecuador ("Si es un feriado local, se hace lo mismo, se cambia a lunes, se hace un puente").

    Egyptian Minister of Labour, Mohamed Gobran, has announced that Thursday, September 4, 2025, would be an official paid public holiday for private sector employees to mark Moulid El-Nabi, the birthday of the Prophet Muhammad.

    Recall that, at the beginning of last week, Egyptian Prime Minister, Mostafa Madbouly, had issued a decree declaring Thursday, September 4, 2025, as an official paid public holiday for Al-Mawlid Al-Nabawi (Prophet Muhammad's birthday), for "employees in ministries, government departments, public authorities, local administration units, public sector companies, and state-owned enterprises".

    And, later that same week, the Central Bank of Egypt (CBE) also announced a bank holiday on account of the upcoming Prophet's Birthday ("all banks will be closed on Thursday, 4 September, in observance of Moulid El-Nabi, with work resuming on Sunday, 7 September").

    As per the aforementioned gazette publication S.I. 60 of 2025, "In the exercise of the powers conferred by section 5 of the Public Holidays Act, the President makes the following Order ... The 27 day of September 2025 shall be observed as a public holiday in Seychelles.".

    The date of major elections are often declared as public holidays in the Seychelles.

    Saturday, October 24, 2020, the date of the last Presidential and National Assembly elections in the Seychelles, was also declared a one-off public holiday by then President, Danny Faure. This was followed, a month later, by the declaration of Monday, October 26, 2020, also as a one-off public holiday.

    Saturday, December 5, 2015, was declared as a one-off non-working public holiday in the Seychelles, on account of the 2015 presidential election.

    Saturday, May 21, 2011, was declared as a one-off public holiday on account of the Presidential election taking place on that day.

    And Saturday, May 12, 2007, was declared a public holiday on account of that year's National Assembly election.

    The Algerian Direction générale de la Fonction publique et de la Réforme administrative et du ministère du Travail, de l’Emploi et de la Sécurité sociale has announced that Friday, September 5, 2025, would be a paid public holiday in Algeria for El-Maoulid Ennabawi (the Prophet's Birthday).

    As per the aforementioned announcement, "À l’occasion de la fête d’El Mawlid Ennabawi, et conformément à la loi n° 63-278 du 26 juillet 1963, modifiée et complétée fixant la liste des fêtes légales, la journée du 12 Rabie el Aouel 1447 de l’Hégire, correspondant au 5 septembre 2025, est chômée et payée pour l’ensemble des personnels des institutions et administrations publiques, des établissements et offices publics et privés, ainsi qu’aux personnels des entreprises publiques et privées, tous secteurs et statuts juridiques confondus, y compris les personnels payés à l’heure ou à la journée".

    Recall that Algerian weekends have been observed on Friday/Saturday, as per the "décret n°09-244 du 22 Juillet 2009, modifiant le décret exécutif n°97-59 du 03 Mars 1997", which took effect on August 14, 2009, changing weekends in Algeria from Thursday/Friday to the mixed or semi-universal Friday/Saturday.

    Oman's Ministry of Labour has announced that Sunday, September 7, 2025 (14 Rabi al-Awwal 1447 AH), would be an official public holiday to mark the anniversary of the Prophet’s Birthday.

    As per the aforementioned announcement, the September 7 public holiday applies to employees in units of the State’s Administrative Apparatus, other legal entities, and private sector establishments (since late 2008, Oman has been observing the same public holidays for both the private and public sectors).

    Recall that, last weekend, Omani authorities had confirmed that the Moon crescent had not been sighted yesterday and therefore that Sunday, August 24, 2025, would be the last day of the month of Safar, which would mean that Oman's upcoming public holiday for the Prophet's birthday would fall on Friday, September 5, 2025.

    Today's announcement seems to be due to September 5 falling on a Friday, with weekends in Oman having been changed to Friday/Saturday in 2013.

    Paraguay's President, Santiago Peña, has announced that he was considering the possibility of declaring Friday, September 5, 2025, as a one-off public holiday if Paraguay qualifies for the 2026 World Cup after a 16-year absence.

    As per the aforementioned statement, "The holiday law hasn't been enacted yet, but we might have a surprise on Friday. We shouldn't celebrate prematurely, but if Paraguay returns to the World Cup after so much, I think it's worth it for everyone to celebrate".

    Recall that, earlier this week, Paraguay's Chamber of Deputies approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, se establecen los feriados móviles y se faculta al poder ejecutivo a instituir otros feriados en situaciones especiales, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations such as sporting events, historical anniversaries, or to promote domestic tourism and national trade.

    Recall that, last year, the Cabinet of Antigua and Barbuda had announced a half-day National Day of Prayer public holiday on September 12, 2024 ("businesses, banks, shops, and public offices will close at 12 noon on this day and private companies that stay open beyond that will be required to pay staff accompanying holiday pay").

    And, back in 2008, the then Prime Minister, Baldwin Spencer, had similarly announced cabinet's approval of a recommendation making Monday, September 1, 2008, a one-off, half day national public holiday to be observed as a Day Of Prayer And Fasting by the entire nation.

    The Chief of Staff of Argentina's government cabinet, Guillermo Francos, has published the Resolución 139/2025 in the Official Gazette, based on the Decreto 614/2025 and which moves the upcoming Day of Respect for Cultural Diversity public holiday from Sunday, October 12, 2025, to Friday, October 10, 2025.

    As per Article 1 of the aforementioned resolution, "The national holiday of October 12, Day of Respect for Cultural Diversity corresponding to the year 2025, is hereby moved to Friday, October 10 of the same year".

    Recall that, earlier this week, President Milei signed the Decreto 614/2025 (Feriados Nacionales Trasladables) which implemented new criteria for moving national holidays, allowing already movable public holidays that fall on Saturdays or Sundays, to be moved to the preceding Friday or the following Monday, thus filling a legal gap in Law 27,399, which regulates national holidays but does not specify what to do in cases when movable public holidays fall on weekends.

    As per the aforementioned decree, "national holidays that are transferable ... and whose dates coincide with a Saturday or Sunday, may be transferred to the immediately following Monday or to the last immediately preceding Friday, as determined by the Implementing Authority.", the said implementing authority being named as the Chief of the Cabinet of Ministers.

    The Government of the Indian State of Assam has declared Wednesday, September 3, 2025, as a paid public holiday in connection with the celebration of Karam Puja across tea plantations, including tea factories in the state.

    As per the vide notification No.E285694/257, signed by Abhijit Baruah, Commissioner and Secretary to the Government of Assam, Labour Welfare Department, "the recognition of this festival through an official paid holiday reflects the government's commitment to honouring the cultural ethos of Assam's tea workers".

    Today's announcement thus slightly amends last December's vide notification No.E-221561/347 containing the list of public holidays in Assam for 2025.

    The Minister of Home Affairs of Guyana, Robeson Benn, has finally announced that, as per Section 6 of the Public Holiday Act, Monday, September 1, 2025, had been declared a one-off non-working public holiday throughout Guyana in observance of the upcoming General and Regional Elections.

    As per the aforementioned announcement, the declaration of Monday, September 1, 2025, as a one-off public holiday will appear in tomorrow's Official Gazette 295/2025 2621.

    Recall that, at the beginning of this month, Guyana's Ministry of Home Affairs had issued a communique stating that a report on the Stabroek News website that Monday, September 1st, 2025, has been declared a public holiday was based on a fake notice.

    The date of the last general elections, Monday, March 2, 2020, was declared a one-off public holiday by then Vice President and Minister of Public Security, Khemraj Ramjattan.

    The dates of the 3 preceding general elections (May 11, 2016, November 28, 2011, and August 28, 2006) were also declared one-off public holidays.

    However, the 2016 Local Government Elections (LGE) on Friday, March18, 2016, were not declared as a public, as announced by the then Minister of Natural Resources of Guyana, Raphael Trotman, at a post-cabinet press briefing ("Traditionally in other parts of the world, Local Government Elections are not treated, of course unfortunately, with the same level of importance or urgency as regional or national elections and they are traditionally accompanied by lower turnouts or interest").

    The Ministry of Foreign Affairs of the government of Myanmar has announced its annual list of the dates of the official Myanmar bank holidays and non-working public holidays in Myanmar for the calendar year 2026.

    This list of 2026 public holidays reflects the addition, beginning in 2025, of 2 annual public holidays; International New Year Day ("to align Myanmar with international practices") and Chinese New Year ("in order to strengthen its Paukphaw (fraternal) friendship with China").

    As regards public holidays falling on a weekend, today's announcement does take into account the 2019 amendments to the rules governing the public holidays in Myanmar ("If the Public Holiday is on Saturday or Sunday, it will not replace to another working day").

    However, on the other hand, some bridge public holidays are declared in 2026 which echo last December's announcement by the Government of Myanmar of continuous public days (additional bridge public holidays) for the end of 2024 and the year 2025, which were compensated by the Saturdays closest to these extended holidays being declared substitute working days.

    Recall that weekends in Bahrain have been observed on Friday-Saturday, since September 2006.

    The aforementioned communique states that "Le ministre informe les employeurs, les travailleurs et l’ensemble de la population gabonaise que la journée du 30 août 2025 est officiellement déclarée fériée, chômée et payée".

    Recall that, last year, Gabon's then ministre du Travail et de la lutte contre le chômage, Adrien Nguema Mba, had issued a communique declaring Friday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération, in line with the décret n°0096/PR/MCJSA du 15 février 2024, instituant la journée nationale de Libération.

    The new August 30 public holiday had initially been announced in February 2024, when Gabon's Comité pour la transition et la restauration des institutions (CTRI), issued a decree declaring August 30th a new annual public holiday to commemorate the Journée nationale de la libération.

    The President of Argentina, Javier Milei, has signed the Decreto 614/2025 (Feriados Nacionales Trasladables) which implements new criteria for moving national holidays, allowing already movable public holidays that fall on Saturdays or Sundays, to be moved to the preceding Friday or the following Monday, thus filling a legal gap in Law 27,399, which regulates national holidays but does not specify what to do in cases when movable public holidays fall on weekends.

    As per the aforementioned decree, "It is established that national holidays that are transferable in accordance with the provisions of Article 1 of Law No. 27,399, whose dates coincide with a Saturday or Sunday, may be transferred to the immediately following Monday or to the last immediately preceding Friday, as determined by the Implementing Authority.".

    The Chief of the Cabinet of Ministers will be the implementing authority for this law, including the decision to postpone or not each of the holidays affected by the measure, and on what date to reschedule them.

  • Costa Rica Clarifies Rules For August 31 Public Holiday

    Costa Rica's Ministry of Labor and Social Security (MTSS) has issued a communique recalling that Sunday, August 31, 2025, is a non-mandatory paid public holiday, in commemoration of the Day of the Black Person and Afro-Costa Rican Culture, and that it will remain observed on its set date of August 31.

    In September 2021, the Costa Rican Legislative Assembly passed Bill 20989 which declared August 31, as a new Costa Rican annual public holiday to to mark the Day of the Black Person and Afro-Costa Rican Culture (Día de la Persona Negra y la Cultura Afrocostarricense), becoming in 2022 a new annual non-mandatory pay public holiday in Costa Rica, along with August 2 and December 1.

    However, as a transitory measure, the 2022 and 2023 observances of this new public holiday were moved to the following Sunday, to compensate the fact that, due to the pandemic, many of the 2020-2024 public holidays were moved to adjoin a nearby weekend.

    This was followed by August 31 falling on a Saturday in 2024 and a Sunday in 2025, meaning that the public holiday will become effective in 2026 for the first time.

  • Paraguay Lower House Approves Executive Public Holidays Legislation

    Paraguay's Chamber of Deputies has approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, se establecen los feriados móviles y se faculta al poder ejecutivo a instituir otros feriados en situaciones especiales, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations.

    The aforementioned bill will be sent to the Executive Branch for promulgation.

    Late last month, the Committee on Culture and Education of Paraguay's National Congress had approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations, and the Senate approved it on July 31st.

    The aforementioned bill would give legal authority to the president to declare up to three non-permanent holidays per year, in special situations such as sporting events, historical anniversaries, or to promote domestic tourism and national trade, if both houses of Congress approve it.

    The Ley 1723 del 29 de junio de 2001 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, Maundy Thursday and Good Friday).

    Paraguay's Chamber of Deputies has approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, se establecen los feriados móviles y se faculta al poder ejecutivo a instituir otros feriados en situaciones especiales, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations.

    The aforementioned bill will be sent to the Executive Branch for promulgation.

    Late last month, the Committee on Culture and Education of Paraguay's National Congress had approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations, and the Senate approved it on July 31st.

    The aforementioned bill would give legal authority to the president to declare up to three non-permanent holidays per year, in special situations such as sporting events, historical anniversaries, or to promote domestic tourism and national trade, if both houses of Congress approve it.

    The Ley 1723 del 29 de junio de 2001 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, Maundy Thursday and Good Friday).

    The UAE's Ministry of Human Resources and Emiratisation (MoHRE), for private sector employees, and the Federal Authority For Government Human Resources (for the public sector), have announced that as per Resolution No. 27 of April 2024, Friday, September 5, 2025, would be marked as a public holiday to honour Prophet Muhammad’s (PBUH) birthday.

    Recall, however, that since January 1, 2022, the UAE observes a Saturday-Sunday weekend "to better align its economy with global markets" and that, as per the Resolution No. 27 of April 2024, "With the exception of Eid Holidays, the Cabinet may by a resolution postpone any of the aforementioned public holidays in Article (1) of this Resolution to the beginning or end of the week".
