Early this morning, Philippines' President Gloria Macapagal-Arroyo (PGMA) declared a regional non-working public holiday for today, Friday, July 17, 2009, first in Metro Manila, and shortly after she extended it to most of Luzon Province.

This last-minute declaration of a non-working public holiday was in response to the widespread flooding caused by Tropical Storm Isang (international codename: Molave),

Press Secretary Cerge Remonde said work, except for those in emergency, medical and security services was being suspended because of the flooding and continued rains, on the recommendation of the Office of Civil Defense and the National Disaster Coordinating Council.
