Background Information

Governing Law: Public holidays in Belarus are regulated by paragraph 18 of article 84 of the Constitution of the Republic of Belarus. The actual list of official public holidays in Belarus is specified in Article 3 of the Presidential Decree of March 26, 1998 N 157, Celebrations In The Republic Of Belarus, as amended most recently by the 1998 Assembly decrees, orders and decrees of the President of the Government of the Republic of Belarus, 1999, N 3, st.56 (our thanks to Heikki Oja, of the Helsinki University Almanac Office for his translation of the official Russian text).  Independence Day: The third of July is the anniversary the 1944 liberation of Minsk in World War II. Before a November 1996 referendum, this date was officially observed as the Day of the Liberation of Belarus from the German Invaders, and Independence Day was celebrated on July 27. But then, in 1990 Belarus declared its independence from the Soviet Union, and a 1996 referendum was passed bringing forward the Independence Day public holiday to July 3.  Constitution Day (March 15) was only observed officially in 1994 and 1995, and is now a non-event.  October Revolution Day (November 7) occurs in the month of November of the Gregorian calendar, which begins roughly in the middle of the month of October of the Orthodox calendar (hence the reference to October in this Public Holiday's name).  Bridge Holidays are beginning to be observed but no official sources have been found to confirm this yet.  Belarus International Codes BY and BLR (2 and 3-letter ISO3166 codes) and .by (ICANN national top-level internet domain). • Other Sources of Information The following specialized websites are also a good source of Belarus information and news: National Bank of the Republic of Belarus (Belarus central bank), ASI Hot Spots (security-related world events: terrorist threats, political strife, strikes, criminal activity, aviation incidents and health outbreaks), CIA World Factbook (Belarus maps, demographics and economic statistics), the IFES (information covering upcoming elections, referenda, electoral structures and voter participation in Belarus), and Wikipedia (includes Belarus commemorative dates that are not necessarily public holidays).
