The parliament of Ecuador has ratified the "Ley Orgánica de Servicio Civil y Carrera Administrativa y de Unificación y Homologación de las Remuneraciones del Sector Público" which stipulates new rules for public holidays that fall on a Tuesday, Wednesday or Thursday.

The law also spells out the exhaustive list of regional public holidays and clarifies what happens to them when they occur on a Tuesday, Wednesday or Thursday, following the recent (2003-10-06) fracas regarding the observance of the Guayaquil Independence Day public holiday.
