The President of Liberia, Ellen Johnson-Sirleaf, has issued a proclamation from the Executive Mansion declaring Friday, June 22, 2012, as a one-off working public holiday to coincide with the date of this year's African Public Service Day.
The declaration of one-off non-working public holidays in Liberia is relatively common (2012-05-02, 2012-04-23, 2012-01-13, 2011-08-09, 2011-01-28, 2009-11-23 and 2009-11-09), but as far as we can remember this is the first time that a decree is issued to declare a working public holiday.
