Costa Rica's Minister of Labour has confirmed that Monday, October 14, 2013, was not to be a non-working public holiday to compensate for the fact that this year's "Día de las Culturas" annual public holiday of Costa Rica falls on a Saturday, and that its observance would not be moved to another date ("aclaró que el lunes 14 de octubre no es feriado").
The October 12 non-working public holiday in Costa Rica was covered by the Abel Pacheco administration 2005 law (2005-03-17) which specified that 4 public holidays would move from mid-week to the following Monday (April 11, July 25, August 15, and October 12), but this did not include any provisions for the years when the October 12 non-working public holiday in Costa Rica fell on a weekend.
