Guam Public Sector Holiday December 9

The government of Guam has announced a non-working GovGuam public holiday on Monday, December 9, 2013, in observance of the Feast of the Immaculate Conception Our Lady of Camarin Day, or Santa Marian Kamalen, the patron saint of Guam and the Northern Marianas, whose celebration will occur on Sunday, December 8, 2013.

In theory, Public Law 27-153 (house bill "An Act To Amend §1000 Of Chapter 10 Of Title 1, Guam Code Annotated, Relative To Following The Practice Of The Federal Government For Federal Holidays Falling On Saturdays And Sundays") (2005-01-03 and 2004-12-22) should have put and end to the public sector practice of taking the day off the day before or after a public holiday that falls on a weekend.

However, the provisions of Public Law 27-153 have been routinely ignored in the years since then (2013-01-29, 2012-01-03, 2008-11-02 and 2007-12-04).

The feast of Santa Marian Kamalen was slated for cancellation, a decade ago (2002-12-03), but was saved in extremis (2002-12-05).
