The Chief Minister of the Government of India's state of Assam, Sarbananda Sonowal, has declared a non-working government public holiday in India's state of Assam on Monday, October 17, 2016, on the occasion of Kati Bihu, "so that everyone can unequivocally take part into the observation of Kati Bihu rituals".
