Costa Rica's Ministry of Labour (Ministerio de Trabajo y Seguridad Social - MTSS) has confirmed that the upcoming October 12 non-working public holiday for Costa Rica's (Día del Encuentro de Culturas) was an official non-working public holiday (feriado de pago no obligatorio), but that, as per the amended public holidays legislation of Costa Rica and, as it occurs on a Wednesday in 2016, its observance would be moved to Monday, October 17, 2016.
The October 12 non-working public holiday in Costa Rica was never covered by the Abel Pacheco administration 2005 law (2005-03-17) which specified that 4 public holidays would move from mid-week to the following Monday (April 11, July 25, August 15, and October 12).
Since then, one by one (2007-10-05, 2009-06-26, and 2010-10-06), 3 of the 4 Costa Rican public holidays covered by the 2005 Abel Pacheco administration law were made immovable again, but not (yet?) the October 12 non-working public holiday of Costa Rica.
