Turkmenistan 2017 Year-End Bank Holidays Ruled-Out

The Central Bank of Turkmenistan has announced that "banking operations will be carried out in Turkmenistan every day until December 31, 2017, including weekend", ruling-out the last-minute declaration of year-end 2017-2018 banks holidays in Turkmenistan.

Note that there will also be no public holidays in Turkmenistan, before January 1, 2018, as per the recent Law on Amendments to the Labor Code (2017-10-10), the Turkmenistan Act No 207-III of 15 August 2008 to amend the Labour Code of 1972 (as amended in 1992) (2008-08-15), and article 66 of Turkmenistan's Labour Code, the part dealing with Holidays and Memorable Days.

The Labour Code of Turkmenistan does not specify any systematic compensation when any of Turkmenistan's public holidays falls on a weekend.

However, paragraph 3 of Article 81 of the said Labour Code gives the President the discretionary powers to do so on a case-by-case basis, something that President Berdimuhammadov has sometimes done over the years at the end of the year (2013-12-21, 2012-12-22, 2011-12-30), but not for the upcoming 2017 year-end public holidays of Turkmenistan.
