In the run-up to the October 18 vote, the president of the Druk Nyamrup Tshogpa (DNT), Lotay Tshering, has promised to review the list of annual public holidays in Bhutan, as "some of the holidays are not universal occasions".

The 2007 Bhutan Election Bill legislates the principle of declaring public holidays on the date of any election to Parliament or Local Government (01-Sep-2007), and has been scrupulously observed since then (10-Aug-2016, 08-Jul-2013, 28-May-2013, 16-Apr-2013, 09-Nov-2011, 25-Dec-2010, 19-Jan-2008, 27-May-2007, and 02-May-2007).
