The special days generally follow the "no work, no pay" rule, subject to applicable company arrangements, while the regular holiday entitles workers to holiday pay.

The Legislative Assembly of the Malaysian State of Sarawak has passed the Public Holidays (Amendment) Bill 2026, which provides an automatic replacement mechanism when public holidays, or substitute holidays, overlap.
As per Deputy Minister, Datuk Sharifah Hasidah Sayeed Aman Ghazali, separate gazette notifications will no longer be needed for each overlap once the amendments take effect.
The amendment places the Sunday replacement provision in section 3 of the Public Holidays Ordinance. A Sunday holiday will be followed by a Monday holiday, or a subsequent replacement day when Monday was already a public holiday, unless otherwise ordered by the Yang di-Pertua Negeri.

The aforementioned announcement is contained in the Resolución de 8 de octubre de 2026, de la Dirección General de Trabajo, por la que se publica relación de fiestas laborales para el año 2027 (BOE de 13 de octubre de 2026).

Bulgarian Committee Rejects Proposed National Reconciliation Holiday

Bulgaria’s parliamentary Committee on Labour, Demographic and Social Policy has rejected, on first reading, proposed Labour Code amendments establishing a National Reconciliation Day as an official holiday.
The proposal would have placed the observance on the second Sunday after Orthodox Pentecost each year.
The bill, submitted by Kostadin Kostadinov and other MPs, received six votes in favour and eleven against, with no abstentions.
Minister Natalia Efremova had stated that her Ministry of Labour and Social Policy opposed the proposed holiday.

Curacao Extends Civil Servants’ Birthday Leave

The Council of Ministers of Curaçao’s has decided that eligible government employees will receive a full working day of birthday leave, replacing the previous half-day entitlement.
The Council of Ministers approved the change on September 23, 2026, and it took effect on October 1, according to the government’s October 7 announcement.
The leave normally applies on the employee’s birthday itself. It does not generate an additional day where the birthday coincides with a weekend, public holiday, rest day or another period of leave.

The Government of Jammu and Kashmir has issued Government Order 1614-JK(GAD) of 2026, dated October 7, 2026, moving the provincial holiday for the Urs of Sheikh Noor-Ud-Din Sahib from Thursday, October 8, to Friday, October 9, 2026.
As per the aforementioned Government Order, "In partial modification of Government Order No. 1894-JK(GAD) of 2025 dated 12.12.2025, it is hereby ordered that the provincial holiday (Kashmir Province only) on account of “Urs Sheikh Noor-Ud-Din Sahib”, shall now be observed on 09.10.2026 (Friday) instead of 08.10.2026 (Thursday).".

The substitute text excludes changes to the public holiday regime from the legislative powers approved for delegation to the Executive Branch.
The government had sought authority to move certain holidays falling from Tuesday to Friday to the nearest Monday, beginning in 2027.
The decision leaves existing holiday dates unchanged. The proposal could still be considered by the Senate or submitted through a separate bill, with a minority opinion recommending discussion through the ordinary legislative procedure.

Under Articles 37 and 39 of the Labour Standards Act, a statutory holiday coinciding with a worker’s rest day or regular weekly holiday must be replaced by a holiday on another working day. The substitute retains statutory-holiday status, including the applicable pay requirements.
The ministry stressed that substitute dates can differ according to individual work schedules. Any agreed transfer of a statutory holiday requires the individual worker’s consent and must preserve the worker’s holiday entitlement.
