Puerto Rico Governor Officializes Return of 2 Public Holidays

The Governor of Puerto Rico, Pedro Rafael Pierluisi Urrutia, has signed and thus enacted into law, the Senate Bill 86 which restores the Day of the Constitution of Puerto Rico and the Day of José Celso Barbosa as annual public holidays, on July 25 and 27, for public employees.

In a note that he sent accompanying his signed version of Senate Bill 86, the governor writes that "The proposed initiative to restore the July 25 and 27 holidays provides public employees the opportunity to enjoy that historically recognized break in the month of July. The restitution of the enjoyment of these days is consistent with public policy that recognizes public employees as the most important resource of the government. In addition, the signing of this measure does not entail additional impact on the budget. On the contrary, the granting and enjoyment of these days favors local economic activity, since it is a date when a large part of the citizens take their vacations and rest time, which has an impact on internal tourism".

Senate Bill 86, whose aim is to restore the Day of the Constitution of Puerto Rico and the Day of José Celso Barbosa as annual public holidays, on July 25 and 27, for public employees, was passed by Puerto Rico's Senate, in April 2021 (2021-04-26), was then approved by the House of Representatives' Government Commission, late last month (2021-05-25), and was most recently approved by the House of Representatives, earlier this month (2021-06-02).

The "Proyecto del Senado 1113", signed by the Governor of Puerto Rico, Alejandro García Padilla, 8 years ago, reduced the number of annual non-working public sector holidays in Puerto Rico, by lumping 4 of the annual non-working public sector holidays of Puerto Rico into one, the "Día de los Próceres Puertorriqueños" (2014-07-29, 2014-07-23, 2014-07-19, 2014-07-01, 2014-05-22, 2014-05-12 and 2014-03-19). That reduction was later slightly amended (2015-10-21).
