Turkmenistan Adds March 23 Novruz Public Holiday

At today's meeting of the Cabinet of Ministers of Turkmenistan, President, Gurbanguly Berdimuhammadov, noted that this year's National Spring Day coincided with Sunday and therefore signed a decree on the transfer of the weekend of March 21 to Tuesday, March 23 (21-nji martdaky dynç gününi 23-nji martdaky sişenbe gününe geçirmek baradaky Permana).

As per the aforementioned decree, "The day off that falls on March 21, 2021 is moved to Tuesday, March 23, 2021" and goes on to state that "All institutions, enterprises and organisations regardless of the form of incorporation are instructed to ensure the execution of the Decree".

The Labour Code of Turkmenistan does not specify any systematic compensation when any of Turkmenistan's public holidays falls on a weekend.

However, paragraph 3 of Article 81 of the said Labour Code gives the President the discretionary powers to do so on a case-by-case basis, something that President Berdimuhammadov has done more and more frequently over past years (2020-09-24, 2020-05-23, 2018-08-21, 2017-08-30, 2013-10-25, 2012-12-22, 2012-02-11, 2011-12-30, 2010-12-10, 2010-03-19 and 2009-11-10), with a hiatus in 2019.
