The Government of Ecuador, through executive decree Nº 418, has confirmed the details of the calculation of the dates of public holidays for the period of 2008 to 2011.
The decree specifies that most public holidays' day off will be moved to the nearest weekend, though it does go to great lengths to point out that the public holidays of May 24, August 10 and October 9, will have their celebrations on the given date, though the paid non-working day is moved to an adjoining weekend, as per the 2003 "Ley Orgánica de Servicio Civil y Carrera Administrativa y de Unificación y Homologación de las Remuneraciones del Sector Público" (04-Dec-2003).
Interestingly, article 2 of the decree specifies that Carnival Monday and Tuesday will be non-working public holidays, but that these 2 additional public holidays will be compensated by 2 working Saturdays to be announced annually.
