The Government of Iraq announced that Thursday, December 25, 2008, would be a public holiday to coincide with Christmas Day. Whether this is a one-off holiday, or will be recurring in the future was not clear from the press release.
Recall that last year (20-Dec-2007) the Iraqi government had extended the Eid al Adha public holidays to include December 25. But as the date of the Muslim festivals move back 11 days every year, the same coincidence of the Eid al Adha and Christmas did not occur again this year.
