Overnight, Paraguay's president, Fernando Lugo, signed executive decree 3.573 making the afternoon of Monday, December 7, 2009, today, a one-off public sector holiday, beginning at 12:00, local time.
This decree, which applies to "la administración pública y las entidades descentralizadas", follows similar half-day public sector holidays declared on various occasions, in the past (09-Sep-2009 and 06-Apr-2009), and precedes tomorrow's annual nationwide public holiday for the Virgen de Caacupé.
In a separate decree, the Supreme Court of Paraguay issued resolution No. 277 which declares a judicial public holiday starting at 11:00 (for 1st shift employees) and 15:00 (for employees of the afternoon shift.
As an aside, Nicaragua's Ministerio del Trabajo (Mitrab) also declared a public sector holiday for the afternoon of Monday, December 7, 2009, last month (21-Nov-2009).
