Earlier today, the government of the Indian State of West Bengal declared the remainder of today, Tuesday, July 31, 2012, as a state public sector holiday on account of the absence of trains which are not running due to power failure.
Apparently, the West Bengal power grid failure is due to a power grid falure in northern India.
