Turkmenistan's President, Gurbanguly Berdimuhammadov, has signed a decree ("On the transfer of the day off on the occasion of National Flag Day of Turkmenistan") declaring Monday, February 20, 2012, as a one-off non-working public holiday in connection with the upcoming celebration of the National Flag Day of Turkmenistan.
As per the aforementioned announcement, the decree was signed at today's meeting of the Cabinet of Ministers "in order to create favorable conditions for the solemn celebration of National Flag Day of Turkmenistan" and it applies to both the private and public sectors ("All agencies, enterprises and organizations irrespective of ownership are instructed to enforce this decree").
Normally, in Turkmenistan, public holidays that fall on a Sunday are not compensated by declaring a public holiday on the next working day. However, paragraph 3 of Article 81 of the Labour Code of Turkmenistan does give the President the discretionary powers to do so on a case-by-case basis, something that President Berdimuhammadov has done more and more frequently over the years (30-Dec-2011, 10-Dec-2010, 19-Mar-2010 and 10-Nov-2009).
Technically, the decree moves this year's observance of the annual Flag Day public holiday from Sunday, February 19, to Monday, February 20, 2012. However the decree stops short of declaring Sunday, February 19, 2012, as a regular working day.
