Turkmenistan's President, Gurbanguly Berdimuhammadov, has signed a decree ("On the transfer of the day off on the occasion of Oraza-Bayram") declaring Monday, August 20, 2012, as another one-off non-working public holiday in Turkmenistan.
As per the aforementioned announcement, the decree was signed at today's meeting of the Cabinet of Ministers due to the fact that this year's Oraza-Bayram (End of Ramadan) falls on a Sunday.
Normally, in Turkmenistan, public holidays that fall on a Sunday are not compensated by declaring a public holiday on the next working day. However, paragraph 3 of Article 81 of the Labour Code of Turkmenistan does give the President the discretionary powers to do so on a case-by-case basis, something that President Berdimuhammadov has done more and more frequently over the years (11-Feb-2012, 30-Dec-2011, 10-Dec-2010, 19-Mar-2010 and 10-Nov-2009).
Technically, the decree moves this year's observance of the annual Oraza-Bayram public holiday from Sunday, August 19, to Monday, August 20, 2012 (causing the August 19 Gengeshi local elections to also be moved).
