Malacañang has issued Proclamation No. 1032 declaring Dec. 11 to 14, 2006, to be special non-working holidays in the cities of Cebu, Mandaue and Lapu-Lapu for the 12th ASEAN Summit (Association of Southeast Asian Nations).
