Monday, June 17, 2024, was the date listed for the Eid al-Adha (Feast of Sacrifice) in last summer's Notice - Proclamation - Special Public and Bank Holidays 2024 Territory of Cocos (Keeling) Islands No A12/2023.

The government of Myanmar has released an extension to its previously-released list of bank holidays and non-working public holidays in Myanmar for the calendar year 2024, by declaring a public holiday on Tuesday, June 18, 2024, on account of the annual Eid Al Adha (Qurbani Eid or the Feast of Sacrifice) public holiday of Myanmar. The aforementioned announcement thus partially completes the list of public holidays in Myanmar for the calendar year 2024, released in early January.

Earlier this week, Qatar's Amiri Diwan had announced public sector holidays for the upcoming Eid Al Adha from Sunday, June 16, until Thursday, June 20, 2024, and Qatar's Central Bank (QCB) similarly announced bank holidays from Sunday, June 16, until Tuesday, June 18, 2024, inclusively.

  • Mauritania Extends Aïd al-Adha Public Holidays To June 18
    Source: Journal Officiel de la République Islamique de Mauritanie (Noakchott). Maurtitania's Présidence de la République issued a decree declaring Tuesday, June 18, 2024, as a non-working public holiday in Mauritania on account of the upcoming Eid al-Adha (Feast of Sacrifice). As per the aforementioned communique, "Par décret en date de ce jour, la journée du mardi 18 juin 2024, lendemain de la fête d’El Adha, pour l’année 1445 de l’Hégir est fériée, chômée et payée sur toute l’étendue du territoire nationale". Last week, Maurtitania's commission nationale d’observation du croissant lunaire had announced that the Aïd al-Adha would be observed on Monday, June 17, 2024, in Mauritania. But, as we pointed out when we reported on the CNOCL announcement, the day after the Aïd al-Adha public holiday has often been declared a non-working public holiday in Mauritania, in the past, namely in 2019, 2017, 2016, and 2014, and we estimated that we could expect a similar declaration in the coming days.

This last-minute extension of the scope of Eid-ul-Fitr and Eid al-Adha has happened often in the past, most recently this spring and in 2022, 2020, and 2019.

The Permanent Secretary to the Ministry of Interior of Nigeria, Aishetu Gogo Ndayako, issued a statement on behalf of the Minister of Interior, Olubunmi Tunji-Ojo, announcing that the Federal Government of Nigeria had extended the public holidays for the Eid-el-Fitr to include Tuesday, June 18, 2024, as well as Monday, June 17, 2024. As per the aforementioned statement, "The Federal Government has declared Monday 17th, and Tuesday 18th June 2024 as public holidays to mark this year’s Eid-ul-Adha celebration.".

Recall that, last April, Governor Phillips had assented to the Ordinance to amend the Public Holidays Ordinance, 1945, to provide for the official birthday of His Majesty; and for connected and incidental purposes which enshrines last year's change to the date of the Sovereign's Birthday public holiday specifying that the “Friday following Remembrance Day to celebrate the official birthday of His Majesty the King".

As per the aforementioned public notice, "The General Public is hereby informed that the Feast of Eid-Ul-Adha will be observed on Sunday 16th June 2024. Accordingly, Monday 17th June 2024 will be a public holiday nationwide".

The Office of the President of Sierra Leone, State House, announced that Monday, June 17, 2024, had been declared as a public holiday in Sierra Leone to mark Eid-Ul-Adha (the Feast of Sacrifice). As per the aforementioned public notice, "The General Public is hereby informed that the Feast of Eid-Ul-Adha will be observed on Sunday 16th June 2024. Accordingly, Monday 17th June 2024 will be a public holiday nationwide".

  • Turkmenistan Extends Eid al-Adha Public Holidays Until June 19
    Source: Turkmenistan Government Information Agency (Ashgabad). During today's online meeting of the Cabinet of Ministers, the President of Turkmenistan, Serdar Berdimuhamedov, announced that he had signed a decree declaring that the upcoming Eid al-Adha (Feast of Sacrifice) public holidays would be observed from Monday to Wednesday, June 17 to 19, 2024, inclusively, with the June 16 public holiday having been moved to June 19. As per the aforementioned decree, "1. The national holiday of the Turkmen people, Gurban Bayramy (Eid al-Adha), shall be celebrated on the 16th – 17th – 18th of June, 2024. 2. The day off shall be moved from the 16th of June, 2024 to Wednesday – 19th of June. 3. All institutions, enterprises and organizations, regardless of their form of ownership, shall ensure the implementation of this Decree.". Recall that, in the autumn of 2017, the parliament of Turkmenistan adopted Amendments to the Labor Code of Turkmenistan which drastically changed the annual calendar of official public holidays in Turkmenistan, in particular reducing the annual Eid al-Adha public holiday from 3 days to 1, though it has often been changed at the last minute, as was the case this year, as per paragraph 3 of Article 81 of the Labour Code of Turkmenistan which gives the President the discretionary powers to declare one-off public holidays on a case-by-case basis.

Cameroon's President, Paul Biya, has issued the decree 0531/CAB/PR of June 13, 2024, declaring Monday, June 17, 2024, as a public holiday on account of the upcoming Eid al-Adha (Feast of Sacrifice). Last week, Cameroon's Commission Nationale du Croissant Lunaire had announced that Sunday, June 16, 2024, would be the date of the upcoming Feast of Sacrifice in Cameroon. But, at that time, we had stated that we expected the President of Cameroon to declare a one-off public holiday on Monday, June 17, 2024, based on article 3 of the law establishing the regime of legal holidays in the Republic of Cameroon, which states that "when a legal religious holiday is celebrated on a Sunday, or a public holiday, the President of the Republic may, by decree, declare a public holiday not off work on the consecutive day", as was often done in the past.

  • Mali Extends Tabaski Public Holiday

Mali's Government has declared Tuesday, June 18, 2024, the day after the upcoming Tabaski (Eid al-Adha or Feast of Sacrifice) as an additional public holiday. As per the Communique No. 2024-100012/ MTFPDS-SG, signed by the Secrétaire général du ministère de la Fonction publique et du dialogue social, Mamadou Konta, "En application des dispositions de la Loi n° 05-040 du 22 juillet 2005 relative aux fêtes légales en République du Mali, les journées du lundi 17 juin 2024, fête de Tabaski et mardi 18 juin 2024, lendemain de la fête, sont chômées et payées sur toute l’étendue du territoire national.". The communique goes on to specify that "En conséquence, le travail reprendra le mercredi 19 juin 2024 à 7h30mns". Usually, Mali announces the earliest dates for most Muslim holidays, sometimes on dates that precede the new Moon, as was the case in 2022, 2021, 2020, 2019, and 2018, but this was not the case here.

Mali's Government has declared Tuesday, June 18, 2024, the day after the upcoming Tabaski (Eid al-Adha or Feast of Sacrifice) as an additional public holiday. As per the Communique No. 2024-100012/ MTFPDS-SG, signed by the Secrétaire général du ministère de la Fonction publique et du dialogue social, Mamadou Konta, "En application des dispositions de la Loi n° 05-040 du 22 juillet 2005 relative aux fêtes légales en République du Mali, les journées du lundi 17 juin 2024, fête de Tabaski et mardi 18 juin 2024, lendemain de la fête, sont chômées et payées sur toute l’étendue du territoire national.". The communique goes on to specify that "En conséquence, le travail reprendra le mercredi 19 juin 2024 à 7h30mns". Usually, Mali announces the earliest dates for most Muslim holidays, sometimes on dates that precede the new Moon, as was the case in 2022, 2021, 2020, 2019, and 2018, but this was not the case here.

Since then, the Battle of Boquerón public holiday was moved from its historical date of September 29 in 2015, 2015, 2017, and 2021. The Battle of Boquerón public holiday was also set to be moved in 2020, as per the Decreto número 2757 of 2019, but this decree was reversed by the Decreto número 4040 in early September 2020 due to covid-19.

Father’s Day expresses support and recognition of the role of men and their responsibilities in all key aspects. This allows to create an atmosphere of encouragement for fathers who are actively involved in the upbringing of children, taking care of their family, to stimulate the role of fathers in upbringing and to remove stereotypes that taking care of children is the exclusive responsibility of mothers". Note that the March 15 holiday set forth in the draft law On Establishing Father’s Day in the Kyrgyz Republic would not be a non-working day.

As per the aforementioned proclamation, signed by Executive Secretary, Lucas Bersamin, "Whereas, following the 1445 Hijrah Islamic Lunar Calendar, the National Commission on Muslim Filipinos has recommended that 17 June 2024, Monday, be declared a national holiday, in observance of Eid’lAdha; now, therefore, I, Ferdinand R. Marcos, JR., President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday, 17 June 2024, a regular holiday throughout the country, in observance of Eid’l Adha.". Recall that, last autumn, President Ferdinand R. Marcos Jr signed Proclamation No. 368 listing the annual special and regular non-working public holidays in the Philippines for the upcoming calendar year 2024, which as usual left the dates of the 2024 Muslim public holidays in the Philippines unspecified ("The proclamations declaring national holidays for the observance of Eidul Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient. Recall that, last March, President Erdoğan, had similarly extended the 2024 End of Ramadan public holidays for 9 days, from April 6 to April 14, 2024, inclusively. At that time the announcement was for the public sector ("I would like to inform the public that our public sector employees will be considered on administrative leave for 1.5 days during the holiday starting on April 10th. By adding Tuesday’s half-day and Monday to the holiday, we have provided a 9-day period") but at that time he did add that "We know that our private sector also has a similar approach".

Jordanian Prime Minister, Bisher Al-Khasawneh, has announced that the upcoming Eid al-Adha public holidays in Jordan would begin on the morning of Sunday, June 16, and last until the evening of Thursday, June 20, 2024, and that work will be suspended on the aforementioned dates the services of ministries, official departments, public institutions and bodies, public universities, municipalities, joint service councils, the Greater Amman Municipality (GAM) and government-owned companies. As usual, the above may seem to indicate that the announcement does not apply to the private sector. Jordanian Prime Minister, Bisher Al-Khasawneh, has announced that the upcoming Eid al-Adha public holidays in Jordan would begin on the morning of Sunday, June 16, and last until the evening of Thursday, June 20, 2024, and that work will be suspended on the aforementioned dates the services of ministries, official departments, public institutions and bodies, public universities, municipalities, joint service councils, the Greater Amman Municipality (GAM) and government-owned companies. As usual, the above may seem to indicate that the announcement does not apply to the private sector.
