Turkmenistan Extends Upcoming Day Of Neutrality Public Holiday Turkmenistan Government Information Agency (Ashgabad) The President of Turkmenistan, Serdar Berdimuhamedov, has issued a decree extending to 3 days the upcoming annual International Day Of Neutrality public holiday, "on the occasion of the glorious 30th anniversary of acquisition of the status of permanent neutrality of Turkmenistan". As per the aforementioned decree, December 11 to 13, 2025, will be non-working public holidays in Turkmenistan. Today's announcement is based on paragraph 3 of Article 81 of the Labour Code of Turkmenistan, as last modified by the 2017 Law on Amendments to the Labor Code, which amended the 2008 Turkmenistan Act No 207-III of 15 August 2008 to amend the Labour Code of 1972 (as amended in 1992). No.2276 and No.2277, specifying its list of bank holidays, government holidays and public holidays in Andhra Pradesh for the calendar year 2026. As per the aforementioned vide notification G.O.RT. No.2276, "The Government of Andhra Pradesh direct that the days specified in Annexure-l shall be observed as General Holidays by all the State Government offices excluding the holidays falling on Second Saturdays/Sundays shown in Annexure-I(A) and Optional Holidays shown in Annexure-Il except the Optional Holidays falling on Second Saturdays/Sundays shown in Annexure-II(A) during the year 2026.", while the preamble to the vide notification G.O.RT. No.2277 states that "Under the Explanation to Section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with the Government of India, Ministry of Home Affairs, Notification No.20-25/26/Pub.1, dated:08.06.1957. the Government of Andhra Pradesh hereby declare that in addition to Sundays expressly defined as Public Holidays in the said Explanation. the following days shall be observed as Holidays in the Andhra Pradesh State during the year 2026". Note that the list of public holidays in Andhra Pradesh is very similar to the list of public holidays in the state of Telangana, as Telangana was formed as the 29th state of India on June 2, 2014, having been part of Andhra Pradesh until then.

Fiji Bill To Declare Referendum Day A Public Holiday Ministry of Information (Suva) Fiji's Minister for Justice and Acting Attorney-General, Siromi Turaga, has tabled the Referendum Bill 2025 in Parliament as part of "a suite of measures aimed at ensuring every eligible Fijian has full and fair access to the polls". The aforementioned bill would make the date of the proposed national referendum a public holiday. The aforementioned Referendum Bill 2025 is in line with Fiji's ad hoc historical practice of declaring a public holiday on the date of major elections. Recall that the Gazette Notice No. 1457 of 2022, declared December 14, 2022, a one-off public holiday on account of the upcoming Election Day in Fiji. Wednesday, November 14, 2018, was similarly declared an additional one-off non-working public holiday in Fiji on account of the upcoming general election. A one-off non-working public holiday was also declared on the occasion of the general elections of Wednesday, September 17, 2014. On the occasion of the then previous planned elections, Fiji's supervisor of elections, Semesa Karavaki, supported by Prime Minister, Laisenia Qarase, had proposed that a one-off national public holiday be declared during the 2006 general election, "to give ample time to voters to cast their votes", but those elections were shelved due to a military coup.

Kerala Declares Public Holidays On December 9 and 11 Government of Kerala (Thiruvananthapuram) The Government of India's state of Kerala has declared public holidays on Tuesday, December 9, 2025, and Thursday, December 11, 2025, on account of the upcoming Election to the Local Bodies 2025. As per the aforementioned Government Order, the order applies to all public offices and educational institutions across the state. In addition, commercial undertakings have been instructed to grant paid holidays to their employees on the respective dates. The districts of Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Kottayam, Idukki and Ernakulam, will observe a public holiday on December 9, 2025, and then the districts of Thrissur, Palakkad, Malappuram, Kozhikode, Wayanad, Kannur and Kasaragod, will observe a public holiday on December 11, 2025. Mexico Chamber of Deputies To Consider December 12 Public Holiday Again Diario Oficial de la Federación (Ciudad de México) Mexican Morena Deputy, Ángel Bautista Bravo, has introduced a legislative proposal to amend article 74 of the Federal Labor Law as it relates to the list of annual public holidays in Mexico. In addition, 3 new annual public holidays would be declared; the first Monday of May in commemoration of May 5th, the day of the Battle of Puebla, November 2nd, for the Day of the Dead, and December 12th, the Day of the Virgin of Guadalupe. Recall that, in October 2024, the leader of the PRI in the Mexican Chamber of Deputies, Rubén Moreira, also introduced a legislative proposal to make December 12 a new annual public holiday in Mexico, stating that "It is important to recognize December 12 as a date of religious and cultural importance; but, in addition, it is a day that provides society with a sense of belonging, identity and at the same time importance for the labor sector and an element of economic spillover for micro and medium-sized companies".

The aforementioned resolution is based on last September's Law No. 7544/2025, which allows the Executive Branch to declare up to three one-off public holidays per year. Recall that, early in November 2025, we reported that Paraguay's Executive Branch was informally and unofficially approaching trade and production associations to explore the possibility of declaring December 26, 2025, and/or January 2, 2026, as one-off bridge public holidays. Eventually, last week, President Peña announced that he would "soon" declare Friday, December 26, 2025, as a one-off bridge public holiday, as the declaration of December 26 would address an annual issue facing people in Paraguay, the need to return immediately to work on the 26th of December after traveling to the countryside to spend Christmas with their families on the 24th, adding that "We’ll hold off on the 2nd, not on the 2nd, but we’re going all out on the 26th". Note that, in any event, December 24 and 31 are usually also declared as one-off public sector holidays. The proposed June 2, 2026, public holidays would have resulted in a five-day holiday from May 30 to June 3, 2026. Likewise, a public holiday on July 31, 2026, would have resulted in a six-day break from July 28 to August 2, 2026. However, ministers raised concerns about the economic effects of these 2 additional public holidays, and consequently, the Cabinet withdrew the proposal, for the moment. Recall that, in November 2024, the cabinet of the then government of Thailand, led by Thaksin Shinawatra’s daughter Paetongtarn Shinawatra as the prime minister, had approved two additional one-off public holidays for the calendar year 2025, and one additional one-off public holiday for the calendar year 2026, in line with the Paetongtarn administration’s move to designate 2025 as the year of tourism and sports. But, due to the intervening change of government, in early November 2025, the cabinet of the current coalition government of Thailand, headed by Prime Minister Anutin Charnvirakul, re-approved the declaration of Friday, January 2, 2026, as a one-off special non-working public holiday in Thailand, adding that the January 2 extra day off "will apply to government agencies, while private organizations may follow at their discretion".

ACT Amends 2026 Public Holidays ACT Government Chief Minister and Treasury Directorate (Canberra) The Minister for Industrial Relations and Workplace Safety of the Australian Capital Territory (ACT), Michael Pettersson, has announced that Monday, April 27, 2026, would be a general public holiday (not just limited to government employees), due to Anzac Day falling on a Saturday in 2026 to "ensure consistency across the Territory when an ANZAC Day public holiday falls on a weekend". The list of 2026 public holidays in the ACT was initially announced in early 2023, and it later underwent minor, mostly cosmetic, amendments in March of 2024. Until today's announcement, only Western Australia (and the Western Australia dependencies of Christmas Island and the Cocos (Keeling) Islands) granted a Monday day in lieu public holiday when ANZAC Day fell on a Saturday. Note that, back in 2015, the Municipal Services Minister of the Government of the ACT, Shane Rattenbury, had confirmed that ACT government employees have been given a non-working public holiday day off on Monday, April 27, 2015 because Anzac Day fell on a Saturday in 2015. And Monday, April 27, 2009, was declared a one-off public holiday in the ACT. ANZAC Day will next fall on a Saturday in 2037.

Chile To Restore December 31 Bank Holiday Tramitación de proyectos (Congreso Nacional de Chile) The Chilean Chamber of Deputies (lower house), with broad bi-partisan support, has passed a bill which restores the December 31 annual bank holiday. More specifically, the bill reinstates in the General Banking Law the prohibition of in-person service on December 31st and Saturdays , unless authorized by the Financial Market Commission (CMF). The text of the bill, which originated in the Senate, was previously endorsed unanimously by the Finance Committee of the lower house. Recall that, last August, Chile's Financial Market Commission (CMF) had announced changes to Article 38 of the Ley General de Bancos which prohibits in-person banking on Saturdays and December 31st, but all the while stressing that this change would not be implemented until the publication of the regulation. Currently, December 31 is an annual bank holiday which is lost when it falls on a weekend, as was on many occasions reiterated by the Superintendencia de Bancos e Instituciones Financieras ("el feriado bancario es el 31 de diciembre de cada año. Si cae en día hábil, ese día los bancos no atienden público. Si coincide con jornada de sábado o domingo, el feriado se mantiene y no se traslada a un día hábil").

Interestingly, the notification states that Lakshmi Puja will be observed on Sunday, October 25, 2026, but that as the festival coincides with a Sunday, the government has declared Monday, October 26, 2026, as a "compensatory holiday". Similarly, the vide notification states that Diwali is scheduled to be observed on Sunday, November 8, 2026, and, likewise, "to ensure uninterrupted observance of the festival", Monday, November 9, 2026, has been notified as a public holiday.

However, the Feast of Sacrifice public is often extended at the last minute, as per paragraph 3 of Article 81 of the Labour Code of Turkmenistan which gives the President the discretionary powers to declare one-off public holidays on a case-by-case basis. Last year, the President of Turkmenistan, Serdar Berdimuhamedov, signed a decree declaring that the upcoming Monday, June 9, 2025, as as additional public holiday on account of Eid al-Adha. In 2024, President Berdimuhamedov had similarly signed a decree declaring that the then upcoming Eid al-Adha public holidays would be observed from Monday to Wednesday, June 17 to 19, 2024, inclusively, with the June 16 public holiday having been moved to June 19, also specifying that "All institutions, enterprises and organizations, regardless of their form of ownership, shall ensure the implementation of this Decree".

As per the aforementioned circular, "Workers/Officers/Employees who are voters in the election area where the election is being held, even if they are working outside the election area for work purposes, should be granted a paid holiday on the day of election to exercise their right to vote" and "The said holiday shall be applicable to all establishments, factories, shops, etc., falling under the Industries, Energy and Labour Department (e.g., establishments in private companies, all shops and other establishments, residences, hotels, eateries, other homes, theatres, trade, industrial enterprises or other establishments, as well as information and technology companies, shopping centers, malls, retailers, etc.)". The aforementioned announcement thus partially amends last December's Government vide Notification No.PHD-1124/C.R.91/Japuk (29) which officialized the list of 2025 public holidays in India's state of Maharashtra.

Monaco Gazettes December and January Public Holidays Bulletin Officiel de la Principauté (Monaco) Monaco's State Ministry has gazetted the Circulaire n° 2025‑11 du 24 novembre 2025 relative aux jeudis 25 décembre 2025, jour de Noël et 1er janvier 2026, jour de l'An, jours fériés légaux, in today's Journal Officiel Numéro 8775, confirming that Thursday, December 25, 2025, and Thursday, January 1, 2026, would be public holidays in Monaco for all employees ("Aux termes de la loi n° 798 et de la loi n° 800, du 18 février 1966, modifiée, les jeudis 25 décembre 2025 et 1er janvier 2026 sont des jours fériés, chômés et payés pour l’ensemble des salariés quel que soit leur mode de rémunération"). As usual, the aforementioned circular concludes with "Compte tenu des obligations légales rappelées dans la circulaire de la Direction du Travail n° 79‑93 du 13 novembre 1979 (publiée au Journal de Monaco du 23 novembre 1979), ces jours fériés légaux seront également payés s’ils tombent, soit le jour de repos hebdomadaire du salarié, soit un jour normalement ou partiellement chômé dans l’entreprise". The aforementioned circulaire supplements the previously-announced annual list of official non-working public holidays in Monaco and Monaco bank holidays for the calendar year 2025, as released in August 2024, as well as the official non-working public holidays in Monaco and Monaco bank holidays for the calendar year 2026, as released in October 2025.
Monaco Gazettes December and January Public Holidays Bulletin Officiel de la Principauté (Monaco) Monaco's State Ministry has gazetted the Circulaire n° 2025‑11 du 24 novembre 2025 relative aux jeudis 25 décembre 2025, jour de Noël et 1er janvier 2026, jour de l'An, jours fériés légaux, in today's Journal Officiel Numéro 8775, confirming that Thursday, December 25, 2025, and Thursday, January 1, 2026, would be public holidays in Monaco for all employees ("Aux termes de la loi n° 798 et de la loi n° 800, du 18 février 1966, modifiée, les jeudis 25 décembre 2025 et 1er janvier 2026 sont des jours fériés, chômés et payés pour l’ensemble des salariés quel que soit leur mode de rémunération"). As usual, the aforementioned circular concludes with "Compte tenu des obligations légales rappelées dans la circulaire de la Direction du Travail n° 79‑93 du 13 novembre 1979 (publiée au Journal de Monaco du 23 novembre 1979), ces jours fériés légaux seront également payés s’ils tombent, soit le jour de repos hebdomadaire du salarié, soit un jour normalement ou partiellement chômé dans l’entreprise". The aforementioned circulaire supplements the previously-announced annual list of official non-working public holidays in Monaco and Monaco bank holidays for the calendar year 2025, as released in August 2024, as well as the official non-working public holidays in Monaco and Monaco bank holidays for the calendar year 2026, as released in October 2025.
Namibian 2026 Public Holidays Announced The Namibian Ministry of Information and Communication Technology (Windhoek) The Namibian Ministry of Information and Communication Technology (MICT) has released its annual list of the official non-working public holidays in Namibia, for the calendar year 2026. As per the aforementioned announcement, "The Ministry of Information and Communication Technology hereby announces the public holiday dates for the year 2026.". As usual, the aforementioned announcement states that "According to the Public Holidays Act, 1990 (Act 26 of 1990) the Monday, following a Sunday which is a public holiday, shall also be a public holiday, unless the Monday is already a public holiday." and it also includes a list of observance days that are not public holidays (Constitution Day, Day of the African Child, Day of the Namibian Child, and United Nations Day). Recall that last year's announcement mentioned that "The Genocide Remembrance Day will now feature on the public holidays as from 2025".
