Zambia September 3 Public Holiday Confusion Continues

Zambia's Secretary to the Cabinet, Dr. Joshua Kanganja, has reiterated yesterday's announcement that September 3rd, 2009, is not a public holiday "because the government has not yet gazetted it".

This is in stark contrast to yesterday's announcement (01-Sep-2009), by Chief Government Spokesperson, Ronnie Shikapwasha, which announced that September 3rd, 2009, would not be a public holiday, because last year's public holiday was a one-off event on the occasion of the day on which the late President Levy Mwanawasa was buried, (which would also have been his 60th birthday).

At the time (26-Aug-2008), it was announced that in addition to the September 3rd, 2008 public holiday, President Banda had signed a statutory instrument into law making September 3rd an annual public holiday in Zambia.

It now appears that diary and calendar publishers in Zambia have heeded President Banda's announcement and that most calendars in Zambia are showing September 3, 2009, as an official non-working public holiday.

The language of the aforementioned announcement, "has not yet been gazetted" as opposed to "is not gazetted" in last June's similar announcement concerning Public Service Day (14-Jun-2009) could mean that the September 3rd annual public holiday promised to Zambia in 2008 will be delayed until due to a procedural delay in Gazetting it, as was the case in 2007 when Women's Day was added to the list of public holidays of Zambia, albeit with a last-minute, one year lag (07-Mar-2007).
