    The Plenary Session of the Assembly of Spain's autonomous region of Ceuta (Ciudad Autónoma de Ceuta) has approved the extended and final version of its list of public holidays for the upcoming calendar year 2026.

    Early last week, Ceuta's Governing Council had already announced the regional public holidays to be observed in Ceuta in 2026, leaving open the selection of the 2 municipal public holidays for Ceuta in 2026, as Ceuta is both a municipality and a region.

    The regional public holidays that will be observed in Ceute in 2026 are; May 27 (Feast of the Sacrifice), August 5 (Our Lady of Africa) and September 2 (Ceuta Day).

    At that time, Ceuta's Minister of the Presidency and Government, Alberto Gaitán, had proposed that these 2 municipal public holidays in 2026 be June 13 (Saint Anthony's Day) and the End of Ramadan, and this was approved today, with only 5 votes against.

    The end of Ramadan and the Feast of Sacrifice have been regional public holidays in Ceuta since 2022.

    In neighboring Melilla, the Feast of the Sacrifice has been a regional public holiday since 2017, when the feast of Saint Joseph was replaced by Feast of the Sacrifice as a regional public holiday.

  • Maharashtra Moves Eid-e-Milad-Un-Nabi Public Holiday Again

    The General Administration Department of the Government of India's state of Maharashtra has moved the upcoming public holiday for Eid-e-Milad (the Prophet's Birthday), form Friday, September 5, to Monday, September 8, 2025, in Mumbai city and suburban districts ("While the holiday on September 5 will remain unchanged for other districts in the state, it has been shifted to September 8 in Mumbai city and suburbs").

    This change of date had been requested by the Muslim community which had already decided to move the Eid-e-Milad procession to September 8 to avoid clashing with the Hindu festival of Anant Chaturdashi (Ganesh Idol immersion).

    The aforementioned announcement thus amends last December's Government vide Notification No.PHD-1124/C.R.91/Japuk (29) which officialized the list of 2025 public holidays in India's state of Maharashtra.

    Recall that, last year, the Government of Maharashtra had similarly issued the vide notification No.PHD-1124/ C.R106/ Japuk(29) rescheduling the Prophet's Birthday public holiday from Monday, September 16, to Wednesday, September 18, 2024, at the request of the Muslim community, due to the occurrence of the Anant Chaturdashi (Ganpati Visarjan) on Tuesday, September 17, 2024.

    Initially, last year's change had been announced only for the city of Mumbai, as is the case this year so far, but the State Government promptly followed in moving the Eid-e-Milad-Un-Nabi state public holiday from Monday, September 16, to Wednesday, September 18, 2024, for the entire state.

    The Office of the Chief Secretary of the Autonomous Bougainville Government of Papua New Guinea has announced that all public servants in the Autonomous Region of Bougainville will have Friday, September 5, 2025, off to participate in the rescheduled ABG General Election polling (the official Polling Day had been moved from Thursday, September 4, to Friday, September 5).

    In it circular, the Bougainville Government strongly advised the private sector to release their employees for a sufficient period to allow them to cast their votes on Friday, despite it not being a declared a public holiday for the private sector.

    Philippines' President, Ferdinand R. Marcos Jr., has issued Proclamation No.1006, signed by Malacañang Executive Secretary Lucas Bersamin, which lists the annual special and regular non-working public holidays in the Philippines for the upcoming calendar year 2026.

    As usual, the aforementioned proclamation kicks the can down the road as regards Muslim public holidays, "The proclamations declaring national holidays for the observance of Eidul Fitr and Eidul Adha shall be issued after the approximate dates of the Islamic holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient".

    And the EDSA public holiday, once again, falls victim to the decades-long feud between the Aquino and Marcos political dynasties, and is declared a working day in 2026.

    The Government of the Malaysian State of Sarawak has published a government gazette declaring Monday, September 15, 2025, as an additional 2025 public holiday in Sarawak, in line with last July's declaration by Malaysia's Prime Minister, Datuk Seri Anwar Ibrahim, that Monday, September 15, 2025, would be designated as an additional public holiday in conjunction with this year’s, September 16, Malaysia Day celebrations.

    As per today's gazette entry, "In exercise of the powers conferred by section 5 of the Public Holidays Ordinance, the Yang di-Pertua Negeri appoints the 15th day of September 2025 to be observed as a public holiday in Sarawak, in addition to the days mentioned in the First Schedule of the Ordinance".

    Recall that, yesterday, we had reported that according to sources in Cabinet, the Government of Sarawak was set to soon publish a government gazette declaring Monday, September 15, 2025, as an additional 2025 public holiday in Sarawak.

    The need for Sarawak to re-declare the September 15 public holiday already declared at the federal level is due to the peculiarities of Malaysia's public holidays legislation, even in the case of national public holidays declarations, the Malaysian states of Sabah and Sarawak must officially declare these national public holidays separately (Sabah gazetted the September 15 public holiday on August 21).

    The Royal Government of Cambodia has decided to postpone the celebration of the annual Water Festival, originally scheduled for November 4–6, 2025, as a reflection of the Government’s priority in addressing the welfare of displaced civilians along the Cambodian-Thai border, and Cambodian migrant workers returning from Thailand.

    The aforementioned directive does, however, emphasize that civil servants, employees, and workers will still enjoy the three-day public holiday from November 4–6, 2025, in line with last August's Prakas No. 204 sub-decree, signed by Prime Minister, Hun Manet and establishing Cambodia's annual list of official non-working public holidays for the calendar year 2025.

    Chad's ministre de la fonction publique et de la Concertation sociale, Abdoulaye Mbodou Mbami, has issued a communiqué declaring Thursday, September 4, 2025, a as public holiday in the Chad, on account of the upcoming Maouloud El Nebi (the Prophet's Birthday).

    As per the aforementioned communique, "en application de l'article 2 du décret N°273/PR/MFPTDS/2019 du 07 mars 2019, modifiant l'article 02 du décret N°413/ PR/PM/ MFPTEM/ 97 du 30 septembre 1997, portant révision de la liste et du régime des jours fériés et chômés, le ministre de la Fonction publique et du Dialogue social a l’honneur de porter à la connaissance des travailleuses et travailleurs des secteurs public et privé que la journée du jeudi 4 septembre 2025 est déclarée fériée et chômée sur l’ensemble du territoire national".

    As is customary, the aforementioned announcement stresses that the next day shall be a regular working day ("le ministre tient à informer les travailleuses et travailleurs que la journée du vendredi 5 septembre est ouvrable").

    The aforementioned vide notification thus amends the terms of last October's Government Order notification No. F-1-3/2024/1/5 which specified the annual list of non-working public holidays in India's state of Chhattisgarh for the calendar year 2025.

  • Honduras Announces Dates of Morazánica Week Bank and Public Holidays

    The Honduran Council of Private Enterprise (COHEP) has announced the dates of the upcoming 2025 Semana Morazánica bank holidays and public holidays.

    As per Article 2 of today's press release, "For the private sector, the decree establishes that for private sector employees the holidays described above will begin on Wednesday at twelve noon (12:00 m.), until Saturday at twelve meridian (12:00 MJ, that is, it will begin on Wednesday, October 1 at twelve meridian and end on Saturday, October 4 at twelve meridian.".

    Article 4 relates to the banking sector as follows, "The National Banking and Financial System will be closed to the public starting Wednesday, October 12, at 12:00 p.m., Thursday, October 2, and Friday, October 3, and ending Saturday, October 4, at 12:00 p.m. However, online banking and the ATM network will be open".

    Finally, COHEP clarified that the upcoming September 15 public holiday for Independence Day would remain on its set date ("Monday, September 15th of this year is a national holiday. This holiday is non-transferable. That is, it must be granted on the day it corresponds to according to the calendar").

    The Semana Morazánica public holidays of Honduras come from the combination of 3 of Honduras' annual public holidays; on October 3 (Anniversary of Francisco Morazá), 12 (Discovery of America) and 21 (Armed Forces Day).

    Due to their proximity in the calendar, these 3 annual October public holidays were often tinkered with, usually at the last minute.

    Then, in 2014, the Decreto Legislativo No. 75-2014 del 29 de septiembre, put an end to the annual uncertainty by moving all 3 of Honduras' annual October non-working public holidays to the last week of October. A year later, the Semana Morazánica public holidays were moved from the last week of October to the beginning of October.

    The 2015 change to the dates of the Semana Morazánica were the last permanent changes, though the 2020 Semana Morazánica was moved many times due to the pandemic. Initially announced as October 7 to 11, 2020, it was moved to the first week of November, then to the following week, November 11-14, 2020, then indefinitely postponed due to due to the arrival of tropical storm Eta in Honduras. In the end, the Decreto Ejecutivo Número PCM-135-2020 declared December 24, 30 and 31, 2020, as compensation for the canceled Semana Morazánica public holidays of October 2020.

    Paraguay's President, Santiago Peña, has enacted Law No. 7544, which regulates national holidays in Paraguay, and gives legal authority to the president to declare up to three one-off public holidays per year, as well as adding a new annual public holiday on June 20, to commemorate the anniversary of the 1992 National Constitution Oath of Office.

    In his announcement of the promulgation of Law No. 7544, the President's legal advisor, Roberto Moreno, explained that the new law "determines the national holidays of the Republic, establishes the possibility of moving some to Mondays to promote domestic tourism, and grants the Executive Branch the power to establish three additional holidays each year by presidential decree".

    As reported last weekend, the first of these annual one-off public holidays could be declared as soon as next Friday, September 5, 2025, if the Paraguayan national soccer team qualifies for the 2026 World Cup after a 15-year absence ("If qualification is confirmed, the decree will be signed Thursday night, and the holiday will apply to both the public and private sectors").

    Another of such possible one-off public holidays could occur in 2027, the year in which the bicentennial of the birth of Marshal Francisco Solano López, a national hero, is celebrated.

    Recall that, last July, the Committee on Culture and Education of Paraguay's National Congress had approved the proyecto de ley que determina los feriados nacionales de la República del Paraguay, establishing movable holidays, and empowering the Executive Branch to institute other holidays in special situations, and that the Senate approved it on July 31st, followed by the Chamber of Deputies on August 26, 2025.

    Note that the Ley 1723 del 29 de junio de 2001 (Que Autoriza Al Poder Ejecutivo A Trasladar Los Feriados Nacionales Al Dia Lunes) already gives the president of Paraguay the authority to move any, or all, mid-week public holidays to a nearby Monday (except New Year, Independence Day, día de La Virgen de Caacupé, Maundy Thursday and Good Friday), but declaring last-minute one-off public holidays is a more unwieldy process, thus the justification for Law No. 7544.

    According to sources in Cabinet, the Government of the Malaysian State of Sarawak is set to publish a government gazette declaring Monday, September 15, 2025, as an additional 2025 public holiday in Sarawak.

    The declaration of September 15 as a public holiday in Sarawak would follow last July's declaration by Malaysia's Prime Minister, Datuk Seri Anwar Ibrahim, that Monday, September 15, 2025, would be designated as an additional public holiday in conjunction with this year’s, September 16, Malaysia Day celebrations ("It is hoped that this will strengthen unity and remind us of the greatness of our founding fathers who championed the formation of our beloved Malaysia").

    The need for Sarawak to re-declare the September 15 public holiday already declared at the federal level is due to the peculiarities of Malaysia's public holidays legislation, even in the case of national public holidays declarations, the Malaysian states of Sabah and Sarawak must officially declare these national public holidays separately (Sabah gazetted the September 15 public holiday on August 21).

    The Government of India's State of Telangana has issued a vide notification declaring Saturday, September 6, 2026, as a public holiday for all government offices in the districts of Hyderabad, Secunderabad, Ranga Reddy, and Medchal-Malkajgiri, to facilitate traffic and security arrangements for the large Ganesh idol immersion processions.

    As per the aforementioned notification, in compensation, Saturday, October 11, 2025, will be a regular working day, in the districts of Hyderabad, Secunderabad, Ranga Reddy, and Medchal-Malkajgiri.

    Recall that, last year, the Government of Telangana issued the vide notification G.O.Rt. No.1231 declaring Tuesday, September 17, 2024, as a public holiday in the Greater Hyderabad Municipal Corporation (GHMC) area, on account of Ganesh idols immersion procession.

    And, back in 2017, the Government of Telangana had similarly declared Tuesday, September 5, 2017, as a general holiday for government offices, schools and colleges located in Hyderabad, Secunderabad, adjoining Ranga Reddy and Malkajigiri areas of Medchal districts on account of Ganesh immersion and procession.

    As per the aforementioned communique, signed by the Ministry's General Secretary, Suanyaba Rodrigue Oboulbiga, "Il est porté à la connaissance des travailleurs et employeurs des secteurs public et privé que suite à l’annonce de la Fédération des Associations Islamiques du Burkina (FAIB) fixant le jour du Maouloud et conformément à l’article 2 de la loi n°079-2015/CNT du 23 novembre 2015 portant institution de fêtes légales et événements à caractère historique au Burkina Faso, la journée du vendredi 05 septembre 2025 est déclarée chômée et payée sur toute l’étendue du territoire national.".

    Last year, the FAIB had announced that the Muslim community of Burkina Faso would celebrate Maouloud on Sunday, September 15, 2024, but the Government of Burkina Faso also declared Monday, September 16, 2024, as public holiday in Burkina Faso on account of the Maouloud.

    The list of 2026 public holidays maintains the principles of the Holiday Law and current labor regulations regarding transfers when a holiday falls on certain days of the week, "in order to optimize domestic tourism and better organize productive activity", all the while specifying that "The mandatory rest days of January 1, December 25, and Carnival Tuesday will not be moved in accordance with the fourth general provision of the Organic Law of Public Service and Article 65 of the Labor Code".

    The list of 2026 public holidays in Ecuador is based on the 2016 Suplemento Registro Oficial No.906, which amended the 2003 "Ley Orgánica de Servicio Civil y Carrera Administrativa y de Unificación y Homologación de las Remuneraciones del Sector Público", by virtue of which most Ecuadorean public holidays' day off are moved to the nearest weekend, and which also applies to regional public holidays in Ecuador ("Si es un feriado local, se hace lo mismo, se cambia a lunes, se hace un puente").

    Saturday, October 24, 2020, the date of the last Presidential and National Assembly elections in the Seychelles, was also declared a one-off public holiday by then President, Danny Faure. This was followed, a month later, by the declaration of Monday, October 26, 2020, also as a one-off public holiday.

    Saturday, December 5, 2015, was declared as a one-off non-working public holiday in the Seychelles, on account of the 2015 presidential election.

    Saturday, May 21, 2011, was declared as a one-off public holiday on account of the Presidential election taking place on that day.

    As per the aforementioned announcement, the declaration of Monday, September 1, 2025, as a one-off public holiday will appear in tomorrow's Official Gazette 295/2025 2621.

    Recall that, at the beginning of this month, Guyana's Ministry of Home Affairs had issued a communique stating that a report on the Stabroek News website that Monday, September 1st, 2025, has been declared a public holiday was based on a fake notice.

    The date of the last general elections, Monday, March 2, 2020, was declared a one-off public holiday by then Vice President and Minister of Public Security, Khemraj Ramjattan.

    Gabon's ministre du Travail, du Plein Emploi et du Dialogue Social, Patrick Barbera Isaac, has issued a communique declaring Saturday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération.

    The aforementioned communique states that "Le ministre informe les employeurs, les travailleurs et l’ensemble de la population gabonaise que la journée du 30 août 2025 est officiellement déclarée fériée, chômée et payée".

    Recall that, last year, Gabon's then ministre du Travail et de la lutte contre le chômage, Adrien Nguema Mba, had issued a communique declaring Friday, August 30, 2024, as a public holiday in the Gabon, on account of the upcoming Journée de La Libération, in line with the décret n°0096/PR/MCJSA du 15 février 2024, instituant la journée nationale de Libération.
